The STARS III is a 8(a) small business set-aside Government-Wide Acquisition Contract (GWAC). It provides flexible access to customized IT solutions from 8(a) industry partners like Knowesis. This next-generation GWAC is built on a framework to buy total IT solutions and will expand capabilities for emerging technologies and outside the continental United States (OCONUS) requirements. $50 Billion program ceiling and five-year base period with one three (3)-year option.

Allows for directed award task orders up to $4.5 Million, under the competitive threshold.

While some sole source orders are flagged as “high risk,” this is not the case with 8(a) directed orders.

Ordering from STARS III
STARS III 8(a) was authorized under the provisions of Section 8(a) of the Small Business Act 15 U.S.C. 637(a) and retains the 8(a) sole source, also referred to as, “directed order” authority. 8(a) STARS III resulted from a competitive 8(a) procurement, which was offered to and accepted into the SBA 8(a) program. All sole source/directed orders require offer and acceptance from SBA.
